Look for impressions before rankings

Impressions show that Google is testing your page for certain queries. A page with impressions and low clicks may need a better title, stronger intro, clearer intent match, or richer content.

This is often the best place to improve before creating new pages.

Group queries by intent

Separate service queries, location queries, cost queries, comparison queries, and informational queries.

Each group may need a different page type. Do not force every query onto the same page.

Create new pages only when demand is real

If Search Console shows repeated impressions for a city, service, or industry that is not served well by existing pages, create a focused page.

This keeps expansion useful and reduces the risk of mass thin content.
